[EFM-P2MP] Missing section on FEC Error monitoring capability



Hi,

The subclause 65.2.4.4 is missing. This was a subclause heading from the
original Word document that Larry Rennie wrote and I used as a basis for
the draft. I intend to submit a comment to remove this subclause. If someone
feels there should be some pertinent information in this section, please 
submit
a different comment with the suggested content. I'll be glad to 8-ball my
comment to remove.
