The flag tables are defined as follow:
Register_Req
0 - Reserved
1 - Register
2 - Reserved
3 - Deregister
Register
0 - reserved
1 - Reregister
2 - Deregister
3 - Ack
4 - Nack
Register_Ack
0 - Nack
1 - Ack

I don't see the need to define these fields differently for each message when the Register flag definition could cover both the Register_Req and Register_Ack.

I think this is closely related to your presentation.  If we are going to make these messages look alike, then let's make sure all the fields do too.
