I wanted to provide an update on progressing the outstanding IEEE 802.3 draft PARs and potential plans for the July 2020 plenary.

[1] Progressing outstanding IEEE 802.3 draft PARs
There are a total of four IEEE 802.3 draft PARs (IEEE P802.3cy, IEEE P802.3cz, IEEE P802.3da and IEEE P802.3db) outstanding from the March 2020 plenary. These four PARs, and supporting material, were circulated to the IEEE 802.3 Working Group on 15th February 2020 as part of the March 2020 Plenary meeting announcement available at <http://www.ieee802.org/3/email_dialog/msg01004.html>. I have therefore pre-submitted these four draft PARs to the June 2020 NesCom agenda, based on the verbal approval of the IEEE 802 EC Chair to do so (see para 3, subclause 9.2 of IEEE 802 LMSC Operations Manual).
Yesterday the IEEE 802 EC Chair announced the timeline for the review of the draft PARs outstanding from March 2020 so that they can be considered at the June 2020 NesCom meeting <http://www.ieee802.org/secmail/msg24539.html>. The timeline is as follows:
Comments from other IEEE 802 WGs: 14th May 2020 23h59 AoE
Submitting WG responses: 21st May 2020 23h59 AoE
IEEE 802 EC meeting: 28th May 2020 13h00 to 15h00 ET
Comments on the draft PARs from other IEEE 802 Working Groups will need to be submitted to the respective IEEE 802 Working Group by 14th May 2020 23:59 AoE. Following our normal approach, I'm chartering an IEEE 802.3 PAR review Ad Hoc to submit comments. Mr Bob Grow has already indicated that he is willing to chair this Ad Hoc as he normally does, my thanks to him as always. Mr Grow circulated a set of initial comments on 17th February 2020, available at <http://www.ieee802.org/3/email_dialog/msg01005.html>. An IEEE 802.3 PAR Review Ad Hoc meeting will be announced shortly.
Comments on IEEE 802.3 draft PARs and CSDs received by 14th May 2020 23:59 AoE will need to be responded to by 21st May 2020 23:59 AoE, along with updated PAR and CSD if applicable, by the respective IEEE 802.3 Study Group. Since we have an IEEE 802.3 teleconference interim scheduled for 21st May 2020 at 14h00 UTC (02h00 AoE) we will consider the four IEEE 802.3 draft PARs and supporting material, including any updates based on the comment received from other IEEE 802 Working Groups, at that meeting. I have therefore added consideration of these IEEE 802.3 draft PARs, and supporting material, to the 21st May 2020 IEEE 802.3 teleconference interim agenda <http://ieee802.org/3/minutes/may20/0520_agenda.pdf>.
Please note that the above requires the IEEE 802 EC voting on the 28th May 2019 IEEE 802 EC meeting to suspend the rules to allow PARs to remain on the June NesCom agenda.
[2] July 2020 IEEE 802 Plenary
One proposal under discussion on the IEEE 802 EC reflector <http://ieee802.org/secmail/msg24532.html> would remove the requirement for face-to-face meetings during an IEEE 802 plenary week under certain circumstances. This would allow the July 2020 IEEE 802 Plenary to proceed as a set of teleconferences, so an IEEE 802.3 teleconference opening plenary would take place from 10h00 to 12h00 ET on Monday 13th July 2020 and an IEEE 802.3 teleconference closing plenary meeting would take place 13h00 to 17h00 ET on Thursday 16th July 2020. I realise that the later time is less than ideal for some. Another proposal <http://ieee802.org/secmail/msg24552.html> could involve spreading these meetings over more than a week. I'll continue to monitor the progress of these proposals and will provide an update as the approach becomes clearer, but at a minimum, please don't assume that you now have the July 2020 plenary week free, there will be a teleconference plenary of some form this July.
