[802.3_DIALOG] IEEE 802.3 March 2022 plenary session update: Submittal of two PARs to divide an IEEE 802.3 existing work item under the 48 hour rule

Dear Colleagues,

Subclause 9.2 'IEEE 802 LMSC approval' of the IEEE 802 LMSC Operations Manual states that 'At the discretion of the IEEE 802 LMSC Chair, PARs for ordinary items (e.g., Maintenance PARs) and PAR changes essential to the orderly conduct of business (e.g., division of existing work items or name changes to harmonize with equivalent ISO JTC-1 work items) may be placed on the IEEE 802 LMSC agenda if delivered to IEEE 802 LMSC members 48 hours in advance.'.

Based on this above subclause, and the concurrence of the IEEE 802 LMSC Chair as required, please find below the required information in respect to an IEEE P802.3cz PAR modification request and a new IEEE P802.3dh PAR to divide the current IEEE P802.3cz PAR. The aggregate scope of these two PARs is within the scope of the existing IEEE P802.3cz PAR.

I have therefore added consideration of the following PARs, CDSs and objectives to the Thursday 10 March 2022 IEEE 802.3 Mid-session plenary meeting agenda.

[2] Explanatory technical background material:

It became apparent that the state of technology for graded-index glass and plastic fibre is different, and that a faster timeline for a graded-index glass fibre only project is achievable. As a result, graded-index plastic fibre will be removed from the scope of IEEE P802.3cz PAR, which will be limited to graded-index glass fibre, and will be the scope of the new IEEE P802.3dh amendment PAR.

[3] Status:

Since the submission deadline for the June 2022 NesCom meeting occurs the day before the IEEE 802 EC closing meeting, I will pre-submit this draft PAR to NesCom on the understanding that:

[a] Any changes to the draft PAR text resulting from the Plenary will be promptly communicated to the NesCom Administrator.
[b] Should the IEEE 802.3 Working Group not approve the submission, it will be removed from the IEEE 802 LMSC Executive Committee and NesCom agenda.
[c] Should the IEEE 802 LMSC Executive Committee not approve the submission, it will be removed from the NesCom agenda.
