Once the initial discovery and configuration is done, all you need is
signaling from OLT to ONU indicating to enter the sleep mode. That takes one
TLV / MAC Control message per cycle (or less, in case of some of the
packages allowing continuous power saving that keep using the same power
saving parameters).
So >> data is only required to enter/leave the "sleep" mode << is a correct
assertion. The volume of information exchange is very limited.

One concern I have with using the SIEPON method to control power savings is
the amount of data needed to support this method. If data is only required
to enter/leave the "sleep" mode then this should not be an issue. If
regularly scheduled messages are required then this should be taken into
account.
