Per discussion on the last Wednesday call, there seems to be a growing
concern that there might be long 0/1 runs in parity data, which will then
affect the signal on the wire. It is not so much of a problem when you have
short parity and RS codes are used, but it seems that LDPC might generate
long runs of 0s and 1s.
I personally would like to see this verified, to make sure we're not putting
the scrambler in the wrong location.

I have a question for the group at large. What is the need for the
scrambler/descrambler functions in line with the PHY-Link channels? Are
these necessary or are we just carrying these over from the optical PHY
where this would have a more obvious need? Would there be any significant
harm in eliminating this in the PHY-Link path?
