[STDS-802-3-EPOC] updates to website for dallas meeting

Dear IEEE P802.3bn Task Force Participants,

EPoC DS Bit Loading Procedure (rev 02a)<http://www.ieee802.org/3/bn/public/nov13/zhang_3bn_02a_1113.pdf> - added proposed motion
In both updates, changes have been indicated using the color red.
