I'm pretty much in agreement with your revised presentation on Resource Blocks. I have some issues with slide 2 but I think we can easily work these out.
I would prefer that some of these rules be expressed as applying to either Exclusions or Bursts rather than against RB's.
Rule about RBs:
* Type of 0 (no pilots), 1 (2 pilots) or 2 (2 pilots + 2 LD pilots) fixed in freq. during configuration
* All SC's have same configured length of 8, 12 or 16 sym. for entire transmitted spectrum (i.e., all channels)
* Any change in configuration (type or length) requires a restart
Rules about Exclusions:
* Min of 8 contiguous SC's between excluded SCs (i.e., exclusion bands separated by usable SC must have at least 8 non-excluded SC between them)
Rules about bursts:
* A Burst must start and end on a contiguous block (i.e., includes no excluded SC) of 8 SCs
Note that this establishes the minimum burst length and guard band between bursts
Burst(min) = Burst(guard) = Equivalent time of the 8 contiguous SC with lowest total bit loading
I think the above covers everything on Slide 2 plus a little extra.

Thanks for the good comments, attached a revised version trying responding some of the comments.
There are two pending issues that require more details and perhaps more discussions, once this is acceptable;
1. MDIO register structure - I believe this should be provided in a separate contribution once we all agree with the requirements
2. Do we want to bound the configurability of the pilot patters or leave it for the CLT RX implementation
