Yes that was the intent. I'll note in the comment response that we should include the words "at maximum power" so the insert reads:
"If the CNU has transmitted four PHY Discovery Responses at maximum power without acknowledgement from the CLT it reverts to the power level indicated by PdRespInitPwr and begins incrementing its output power as described above."
Please bring this up during todays call.

From the comment resolution #3614:
"If the CNU has transmitted four PHY Discovery Responses without acknowledgement
from the CLT it reverts to the power level indicated by PdRespInitPwr and begins
incrementing its output power as described above."
The CNU should go through the whole cycle of transmission powers including the maximum to try receiving the PHY discovery acknowledge. Otherwise if it is too far it will not be able to join.
If the CNU has a bad receiver it will not receive the downstream PLC and never try to range.
