With this e-mail, I am forwarding David Law's announcement of the start of the IEEE P802.3bn/D2.3 EPoC Working Group 3rd recirculation ballot.
Open date: Wednesday 23rd December 2015
Close date: Saturday 16th January 2016 23:59 AOE
As stated in the attached announcement, the ballot group for this draft is the IEEE 802.3 voting membership as of Friday 17th July 2015. All comments received before the close of ballot will be considered, the one limitation however is that if you are not a member of the balloting group, and therefore cannot cast a ballot, you cannot designate comments as TR or ER since you cannot cast a Disapprove ballot.
NOTE: This is a recirculation ballot. YOU ONLY NEED TO CAST A BALLOT IF YOU WISH TO CHANGE YOUR VOTE FROM THAT WHICH WAS RECORDED ON THE INITIAL BALLOT OR LAST RECIRCULATION. This is the announcement of the electronic IEEE 802.3 Working Group 3rd recirculation ballot on the Amendment IEEE P802.3bn Ethernet Passive Optical Networks Protocol over Coax (EPoC). Remember that voting, as well as attendance, is a requirement to maintain your IEEE 802.3 member (voter) status <http://ieee802.org/3/rules/member.html#DOT3>. Instructions for accessing the draft, casting your ballot and submitting comments follow this announcement. Note that the options for submitting comments HAVE BEEN UPDATED, please review the commenting instructions below to ensure you are using the most up to date tools.

BALLOT SCOPE:
During this IEEE 802.3 Working Group 3rd recirculation ballot, the scope of the ballot is the substantive changes between IEEE P802.3bn/D2.3 and IEEE P802.3bn/D2.2 and the unsatisfied negative comments from the 2nd recirculation ballot.
FIVE CRITERIA:

TITLE:
IEEE Standard for Ethernet Amendment: Physical Layer Specifications and Management Parameters for Ethernet Passive Optical Networks Protocol over Coax
SCOPE OF PROJECT:
The project is to amend IEEE Std 802.3 to add physical layer specifications and management parameters for symmetric and/or asymmetric operation of up to 10 Gb/s on point-to-multipoint Radio Frequency (RF) distribution plants comprising either amplified or passive coaxial media. It also extends the operation of Ethernet Passive Optical Networks (EPON) protocols, such as MultiPoint Control Protocol (MPCP) and Operation Administration and Management (OAM).
NEED FOR THE PROJECT:
The project is applicable to environments served with hybrid fiber-coax (HFC) networks. This project would allow the expansion of the addressable Ethernet market in the access space by running the EPON protocol over Coax. The project enables service providers to offer EPON services over HFC networks, which currently can only be provided on a fiber network.
