I suspect the process is something like contacting the
major hotel chains with a question like "Where can you accommodate x people with
y meeting rooms at a rate of no more than $z/night for these dates ...". Since
802.3 seems to be asking this question 5 weeks or so prior to the meeting, I
would guess that available venues are limited and this is how we end up in
second tier cities.
I wonder if we would have more options if we would plan
further ahead. It seems like 802.1 always has locations locked in months in
advance for their interim meetings.

Yes, to me our venue choices seem
to miss the obvious: The use of central locations (Hub Airports) such as
Chicago, Denver, and Dallas. Hub airports provide one hop flight service
for most members in the US and even many of our international collegues.
This saves time and money.
