[STDS-802-3-MAINT] MPS updated presentation

Attached an updated presentation on the MPS issue discovered in Clause 33.

These slides cover what the problem is and offer a text-based solution.

A second presentation tackles the problem from the state diagram side (also attached).

Note that the state diagram changes are much less substantive than the proposed text changes. 

As such, I would recommend we adopt David Abramson's solution.
