When I said I support DS, this is the context for which I support it. Putting the complexity for dealing with High Power into the High Power 4P PD is where I see the most sensible allocation of complexity.
 
This way, each 2P PSE sees the load for which it will be responsible for powering.
 
Now, if someone attaches a 4P PD to a 2P PSE only, it must either be able to come up on the available 2P power with a reduced functionality set, or it will just receive power but not operate. That is also an implementation issue.
