[8023-POEP] Naming the comment file

One last thing I forgot to point out.  Be sure to change the name of the file generated by the comment tool.  The easiest thing is to append you last name to the front of the filename.  For example, my comment file will be "jones_ballot_comments.csv".  I am not aware of any duplicate last names on the TF but feel free to add as much to ensure that your comment file will be different than anyone else's.
