Let me be clear about this as Matt slightly misspoke. The comment
period closed Monday. Anything I received after I got into work on
Tuesday morning were rejected as late. A couple of people attempted to
turn in late comments that I rejected. I appreciate people taking the
effort to review the doc and compose comments and it is nothing personal
but for a deadline to be effective it has to be enforced.
