Does this imply that you are disallowing any voters who are 
not on this list? I understand that a TF chair may allow votes to include people 
who are not on the 802.3 voter list, I'm not sure that a TF chair may exclude 
802.3 voters who are registered for the meeting (even if they are not regular TF 
members).
