Most ATM PHY formats include an 8 KHz reference, though the cell stream is not synchronised to it.
Thinking back to the original proposal from Gibson and Pioneer, the salient things it offered that are not currently in 802.3 were (1) 8kHz reference (2) route for "synchronous" data that doesn't involve competing with general data traffic. Incidentally, this is very reminiscent of 802.9, which now seems to have gone into hibernation without ever producing a standard.
The difficult part seems to be showing that we can do things with (2) that you can't do with VLAN tagging, given that all the issues of connection admission control etc are outside the scope.
