[RE] revised timing/synch PAR

I prepared a revision to the Timing/Synch PAR for the upcoming November meeting, incorporating the comments I got in the ResE call last week (10/26).  Michael has posted it at:

I still would like to get comments on the Timing/Synch 5 Criteria in the call this week (we didn't get to that in the 10/26 call).
