[802-LMSC] IEEE P802.3dp draft PAR and CSD response - IEEE 802.3 Ethernet Powering Cabling Restrictions

Dear IEEE 802 LMSC members,

In support of subclause 9.2 'IEEE 802 LMSC Approval' of the LMSC Operations Manual, please find below the required information concerning the IEEE P802.3dp Standard for Ethernet Amendment: Cabling Restrictions for Single Pair Power over Ethernet (SPoE) PAR for consideration at the March 2025 plenary.

Thanks, and best regards,
  David

Draft PAR: <https://mentor.ieee.org/802-ec/dcn/25/ec-25-0020-00-LMSC-draft-ieee-p802-3dp-par.pdf>
CSD responses: <https://mentor.ieee.org/802-ec/dcn/25/ec-25-0021-00-LMSC-draft-ieee-p802-3dp-csd.pdf>

[2] Explanatory technical background material:

The IEEE 802.3 Working Group (WG) needs to address that the current carrying capacity of certain cabling installed and proposed for SPoE applications may be insufficient for the IEEE 802.3 'plug-and-play' interoperability model.

The IEEE 802.3 WG became aware that ISO/IEC JTC 1/SC 25/WG 3 is drafting standards and technical reports (e.g. ISO/IEC 11801-1/AMD1 and ISO/IEC TR 11801-9911) that support the use and reuse of balanced multipair cabling systems in one pair applications, resulting in a standards-imposed restriction of 0.75 A per conductor. Additionally, they are defining a 23 American Wire Gauge (AWG) single-pair channel that only supports 0.75 A per conductor.

[3] Status of the development of the PAR:

The draft PAR and CSD responses are pending IEEE 802.3 Working Group approval at the March 2025 plenary.

Since the submission deadline for the March 2025 NesCom meeting occurs before the date of the March IEEE 802 LMSC meeting, after receiving approval from the IEEE 802 LMSC Chair, I have pre-submited this draft PAR to NesCom on the understanding that:

[a] Any changes to the draft PAR text resulting from the Plenary will be promptly communicated to the NesCom Administrator.
[b] Should the IEEE 802.3 Working Group not approve the submission, it will be removed from the IEEE 802 LMSC and NesCom agenda.
[c] Should the IEEE 802 LMSC not approve the submission, it will be removed from the NesCom agenda.
