With this email I would like to announce the start of a LMSC ballot on Independent Communications Authority of South Africa (ICASA)’s consultation “Second Draft national radio frequency plan 2025 (NRFP)”.
James has delegated to me to conduct a LMSC 10-day electronic ballot on the motion below to approve the comments to the administration. This EC motion is per IEEE 802 OM 7.2.1 Procedure, P&P 7.1 b) (majority response) and P&P 7.1.2 (2/3 approval of votes cast) for communication with government bodies and public statements. With that we would like to see everyone respond.

Dear IEEE 802 LMSC members,Greetings.I would like to request the review of the following draft IEEE 802 LMSC submission before asking the LMSC to consider approval of the submission tentatively via a letter ballot in the near future.On 10 November 2025, Independent Communications Authority of South Africa (ICASA) began a (follow-up) consultation on the Second Draft National Radio Frequency Plan (NRFP) 2025. When compared with the first NRPF that the administration planned to allocate 6425 MHz to 7125 MHz for IMT allocation, the administration added new texts about the possibility of WAS/RLAN at the same frequency band.A few individuals prepared a response to commend the administration's proposal. The submission was approved by IEEE 802.18 on 20 November 2025 with the following voting results: 11 Yes, 0 No, 1 Abstain.Link to the draft response:Reference:
