Dear colleagues,

With this email I would like to announce the start of a LMSC ballot on France Autorité de Régulation des Communications Électroniques, des Postes et de la Distribution de la Presse (Arcep)’s consultation “Issues relating to future allocations of mobile frequencies in mainland France”.

James has delegated to me to conduct a LMSC 10-day electronic ballot on the motion below to approve the comments to the administration.  This EC motion is per IEEE 802 OM 7.2.1 Procedure, P&P 7.1 b) (majority response) and P&P 7.1.2 (2/3 approval of votes cast) for communication with government bodies and public statements.  With that we would like to see everyone respond.

Dear IEEE 802 LMSC members,

Greetings.

I would like to request the review of the following draft IEEE 802 LMSC submission before asking the LMSC to consider approval of the submission tentatively via a letter ballot in the near future.

On 13 October 2025, France's administration, Arcep, launched a consultation that seeks public opinions on "Issues relating to future allocations of mobile frequencies in mainland France".  The consultation covers operation of land-based mobile networks open to the public in the 700 MHz, 800 MHz, 900 MHz, 1800 MHz, 2.1 GHz, 2.6 GHz and 3.5 GHz bands whose bands have expiry dates ranging from 2030 to 2035 . The consultation also covers new frequency bands, in particular the 3410 MHz to 3490 MHz, 1.4 GHz and 6 GHz bands, could be allocated for the operation of mobile networks in the short or medium term.

A few individuals prepared a response to the administration's proposal related to the 6 GHz band.  The submission was approved by IEEE 802.18 on 4 December 2025 with the following voting results:  10 Yes, 0 No, 4 Abstain.

Thanks and Regards,
Edward
