stds-802-handoff: 802 Handoff ECSG Officers

Being a study group, the 802 Handoff ECSG will need a vice chair,
recording secretary and maybe and editor.

So I would like aspiring officers to attend the first handoff meeting. I
will seek nominations during the meeting and prior the meeting, on this
reflector.

If you are nominating someone else, check with them first.
