I vote as follows:

Item 1) Approve

Item 2) Disapprove with comments:

a) Agree with change that Tony Jeffree suggested.

b) Modify 5.1.3.1 paragraph as follows:
Working Group members are shall be encouraged to join the IEEE Standards
Association and/or the IEEE Computer Society. Although this is not a
requirement for membership in the Working Group,
members shall be informed that membership in the IEEE-SA or the IEEE
Computer Society will be a requirement for voting without additional fee in
the IEEE Sponsor Ballot group.

c) We now define: WG Members, WG Observers and WG Liaisons. Not clear what
rights, if any liaisons/observers have in regard to voting (don't they have
a right to cast ballots as observers/liaisons?). The listing of Rights
(5.1.3.4) seems to apply to more than just the WG Members. Suggest we
clearly specify rights of observers and liaisons. Note that we have several
cases where other organizations are now liaising into our WGs.

d) Finally, I am not sure I agree in principal that we should re-define
Members to only include Voting Members. This could cause confusion
externally. Why don't we define WG Voters, WG Observers and WG Liaisons. The
term "members" is confusing as it only applies to voters.

Attached on the following pages you will find the text for two proposed
LMSC rules changes for SEC letter ballot (as approved at the November 2000
plenary):

- The first proposed rules change broadens the rules to permit the use of
802 funds to support the publication and dissemination of 802 standards.

- The second proposed rules change resolves ambiguity in 5.1.3 with respect
to the definition and use of the terms 'members' (have achieved voting
status) and 'observers' (individuals who are registered attendees at a
plenary meeting that are NOT members).

This letter ballot will be open from January 10, 2001 to March 9, 2001.

Please review the changes, submit your comments and cast your ballot.
Remember, not voting is equivalent to a disapprove vote.
