After discussions with Vic Hayes and Stuart Kerry, it turns out there were
technical comments from Japan that came in through liaison with SC6, and in
the best interest of getting an internationally accepted standard, these
comments need to be recirculated one final time at the IEEE Sponsor Ballot
Level. Therefore, this SEC ballot is withdrawn. After the IEEE completes the
final recirculation, assuming there are no comments, I will again ask for
SEC EMAIL ballot approval.
