I vote DISAPPROVE

In addition to the items mentioned by others, I find the following 
additional fault:

In the ballot report there is the following text:
"*Based on ruling of Working Group Chair that voter's sole binding comment 
has been accepted in comment resolution and incorporated. Voter did not 
respond."

The Working Group Chair does not have the right to change a vote based on 
the incorporation of a comment (verbatim or otherwise). Our procedures on 
this mirror the procedures for Sponsor Ballot where this is clearly not 
permitted.
