Roger:
I would second except for the phrase "intends to approve". That makes this
motion a tacit acceptance of the agreement as written. We will be
considering endorsing the agreement in July. Also, the motion should
reverence a later revision that includes the editorial corrections
recommended by Paul and I as well as Paul's substantive additions.

Rationale: I agree with Bob and Bill that we need a more formalized
agreement, and I don't think the one that Jerry submitted this
morning is sufficient. However, the Chair is seeking a quick action
on the March 2002 funds, and I think that the progress reflected in
the Task Group discussion justifies this. The Chair has not asked for
a longer-term commitment right now.
