Bill,

The LMSC rules have always allowed Working Group Chairs to decide
procedural issues. In all the Working Groups in which I have 
participated, almost all procedural issues (or substantive ones
at least) are decided by a 50% vote of the Working Group. 

I think that is okay because a Chair can delegate a decision
that he/she is authorized to make to a vote of the Working 
Group. The one exception is where the resolution of an issue 
could violate the rules governing our operation. A Working
Group chair has responsibility to keep the group within the
operating rules. There have been cases where Chairs did not
allow a motion or overruled a procedural vote because it 
was not consistant with the rules, but such a need is fairly
rare.

The 802.3 Operating Rules state: "The Chair of a TF may decide 
procedural issues or may put them to a vote of the TF." which
makes this more clear for its Task Force Chairs.

In section 5.1.4.1 of the LMSC Rules, which is part of the text of this
proposed rules change, there is a statement that "The Chair of the
Working Group decides procedural issues".  Is this correct?

I was under the impression that the Chair decided whether a motion was
procedural or technical, but that the Working Group decided both
technical and procedural issues by vote.

Am I misinformed or is this text wrong?
