[802SEC] new revision of Chair's Guideline

Dear SEC,

Attached are the updated IEEE 802 Chair's Guidelines per the resolution of
the July Plenary Session to add the OID arc procedure.  Bob O'Hara, can you
please replace version 1.4 with this latest version 1.5.

Also, I will be on vacation from Aug 1st through Aug 8th.  (I will be
reachable via cell phone, 857.205.0050 if necessary).  Geoff Thompson will
be on vacation as well.  In the event that an urgent/critical item comes up
requires an SEC email ballot before I return, I hereby authorize Mat Sherman
to conduct it.
