Attached is a file with suggested changes by Paul and Geoff. There was also
a suggestion that the IEEE may want to

- Develop a letter/policy statement that can be used to inform others of
the IEEE position on claiming compliance to drafts
- Develop classes of offenses and appropriate responses to those offenses
by IEEE
