At its April 2002 meeting the ISO Technical Management Board (TMB) approved ANSI recommendations concerning normative references in international standards that were developed by the ANSI International Committee's (IC) ad hoc group on ISO/IEC policy changes. Consequently, the TMB requested that a policy statement be prepared explaining ISO's policy concerning normative references in ISO publications. A draft policy statement on this subject that favorably reflects ANSI's concerns was approved at the September 2002 ISO/TMB meeting in Stockholm. ANSI's IC played an integral role in the achievement of increased flexibility and enhanced response to the needs of end-users with the approval of new guidance and rules governing the referencing of normative documents in International Standards. The new policy which ANSI has successfully promoted will provide greater openness for an ISO committee to include normative references to relevant documents published by any other standards developing organization (SDO). Attached you will find a copy of the aforementioned document. Please note that the basic rules concerning normative references, found in 6.2.2 of Part 2 of the ISO/IEC Directives (4th Edition, 2001), are also presented in this policy statement document.
