The biggest thing that I see is that the responses are skewed towards .11 
and away from .3.

It might be helpful to show %age response from the membership/attendance of 
each group.

That is, the dot 11 management might want to take the survey results more 
seriously than the dot 3 managment.

Also, perhaps a graph of question 13 responses from the group consisting of:
         802 Officers
         WG officers
         IEEE Staff
         Conference organizers
