[802SEC] Matthew Shoemake's files

The zip files for the first and second recirculation ballots were too
large for the reflector to pass.  I have placed them on the 802 web
site.  You can retrieve these files with the following URLs:

http://www.ieee802.org/1stRecirculation.zip (2 MB) and
http://www.ieee802.org/2ndRecirculation.zip (3 MB)

No username or password is required to access these files.  They are in
the public area of the web site and accessible to all.  Please let me
know if you have any difficulty retrieving these files.
