Ex-officio does not mean "non-voting". Rather it means being a member by
virtue of holding an office.

The Vice President of the United States is ex officio President of the Senate.
I would not count him either in the numerator or denominator of a quorum count.

My only concern with granting Paul voting rights in my WG is that he
normally doesn't attend interims and would count against quorum absent some
