Buzz,
I think this is an important question because it may lead to
more flexibility in selecting a venue. Here are two simplified
questions you can consider,
Will you accept holding meetings in two nearby hotels?
Will you accept holding meetings in three nearby hotels?
We probably don't need to ask about four or more hotels since
that would probably an unpopular idea.

Hi Geoff, I disagree but maybe I should have said, "Select the
highest level of subdivision which you deem acceptable."
Therefore anything higher than that would be unacceptable. But maybe I
should just discard the question altogether.
I know what I want to ask but there doesn't seem to be an easy way to
describe that for our attendees.

That is not the data you are looking for
I think (but I feel the wording is clumsy and may not work well for
non-native speakers) that you mean to say
"Select lowest level tolerable"
