Hmmm...
I guess a very literal reading of the first step of the procedure could
allow anyone to submit a request to change the voting bloc of some other
individual. I would have thought that reasonable members of the OC
would not accept such a request, since it is so easily subject to abuse.
I had thought that the requester would only be allowed to change their
own voting bloc association, not that of other voters.
Wasn't that the intent?
I don't see why an individual could not request a change of voting bloc
assignment to a bloc that is not a voting entity in the sponsor ballot.
I can see this could be a reasonable request for one that has changed
employment and the new employer is not represented in the entity list
approved to vote in the sponsor ballot. Of course, the new entity would
not be allowed a vote in the sponsor ballot, since it was not present
when the initial pool was certified.
