The following is the response to the comments received from EC members
on the 802.20a PAR; no comments were received from any individual
working group.
Attached is a revised version of the 802.20 MIB amendment PAR. The text
has been rewritten to clearly indicate that no new functionality or
requirements are being proposed as a part of this project. The amendment
is purely an update to the way in which the MIB is being documented and
a corrigendum for any errors in the MIB that may be discovered during
that process. In light of the fact that this PAR introduces no new
functionality a "Five Criteria" document is not required.
Also attached is a word document showing a diff-marked version of the
scope and purpose clause.

The text says: "This amendment enhances the IEEE P802.20 Management
Information Base (MIB) objects and procedures to include functions
related to MIB security". The PAR also states that the purpose is
"primarily to define enhanced capabilities and procedures".
"include functions" sure sounds like functionality as does enhancing
objects and procedures. "enhanced capabilities and procedures" also is
functionality. In addition, the "other enhanced features under
consideration" leaves the scope pretty wide open. By the way, under
consideration now, later? - presumably before the PAR is done anyway -
rather odd wording when the scope normally is a statement that goes in
the finished standard. I would suggest rewording to something better
able to stand the test of time.
If the intent is to add security considerations, editorial improvements
such as cross references (i.e. REFERENCE entries) then the first
sentence of PAR scope and the purpose should be written to more clearly
reflect that.

It actually includes no new functionality. It enhances the MIB by
including a section discussing security considerations. The other
enhanced features refer to including REFERENCE entries for the objects
that will make it easier to find the descriptions.

Where are the 5 criteria? Since this PAR says it intends to include new
functionality, those are required for pre-circulation along with the
PAR.
Also, could you explain "other enhanced features under consideration"?
