Somewhere I my email archive there is an email (probably from me) that has the ITU text regarding the IEEE membership and reciprocity. Basically they will not

This pertains to both the first AND the second cases, although the motion does not address the Case 2 specifically.
I remember that this issue was discussed at some point but I did not find any specific motion that addressed this: that ITU staff and members
be allowed to attend the IEEE 802 meeting at no cost. Thanks for sending the ITU Constitutions and Conventions Document this weekend. As you pointed in the ITU CS and CV, it is specified that IEEE be allowed to participate in ITU on a no fee basis, but converse
is not specified in any of our motions or P&P. So this motion is valid.
Michael, as discussed over the phone, I would like to take your suggestion as a
friendly amendment to this motion to add that the IEEE 802 Chair, Mr. Paul Nikolich extend special invitation to the ITU Staff and Members to attend this meeting? The amended motions will read as follows.

Based on the status of the IEEE membership under the terms of the ITU Constitution and Conventions (CS & CV) all of our non-executive
meetings held there are open (and no charges are allowed) to ITU staff and members. That topic came up several times during the process of setting up this Plenary session at the ITU facilities in Genève..
So my question is why are we having a special motion to open up this particular session on White Spaces to the ITU staff and members
and at no charge when they are exempt from charges in the first place? As I understand it all those with an interest are allowed to attend our meetings if they happen to be in Genève that week and have the desire to do so. Again, that is quite clear according
to the ITU CS & CV. On the other hand could you be wanting the EC to extend a special invitation to the ITU staff and members to attend this particular presentation? If it is this first case I do not think that this motion is needed. If the second then yes, this is something that the EC could consider. As regards the ITU-R WP5A Seminar in Genève on 18th November free attendance at that event should be able to be arranged by
registering for the WP5A meeting through the IEEE SA Designated Focal Point (DFP).

IEEE 802 has a unique opportunity to talk about the Spectrum Sharing and White Space Standardization activities that are on-going
within the various 802 working groups during our July Plenary at the ITU.
IEEE 802.22 WG has been in discussions with other WGs that are involved in White Space Standardization to organize a Joint Show and Tell Meeting during the
Tuesday, July 16th AM2 Time Slot. The location and meeting room has been allocated
