One of my action items from the July plenary session was to obtain an interpretation from SA staff on what is (and is not) permissible for a revision PAR, it is below. Thank you Lisa and Dave.
The question for us is whether or not a revision PAR whose stated objective is to roll-up a base standard plus amendments should be allowed to fall under the '48 hour rule', when submitting it to the EC for approval. My opinion is yes because no new functionality should be introduced into the resulting revised document.

I'm following up on your request for staff interpretation regarding revision PARs and if they can be limited to rollups. Per Dave Ringle, the answer is no, and comments cannot be deemed out of scope during the initial ballot. His response is below:
A Sponsor who initiates a revision PAR must know that the entire document (draft) is open to comments in the initial ballot.
That being stated, the Sponsor can include a cover letter with the initial ballot (or instructional text in the system ballot letter) that informs the ballot group that the draft is a roll-up and the Sponsor [while noting that the entire draft is in scope for comments] was hoping to receive comments based on the roll-up itself [e.g., integration of clauses, etc].
