It may help.  The implication is as follows:

If a group's original 15 day invitation has closed, say 2 years ago, then all a WG has to do is extend the invitation for a day (or two), and the ballot group is no longer stale.

I don't see how that could have been SASB's intention when they wrote:

"If a ballot does not open within 6 months of the invitation close
date, the ballot group will be considered invalid and the Sponsor
shall conduct a new invitation."

If that was their intention, then they would have written:

"If a ballot does not open within 6 months of the invitation close
date, the ballot invitation shall be re-opened for a minimum of 1 day prior to starting the ballot."

BTW: The rules don't specify that an invitation period can be extended. The initial Sponsor ballot period can be extended (5.4.3.1), however.

That all fine and well but it is not what MyProject says or allows.  All I can say is, I consulted with the SA on the proper process and followed their recommendations to the letter. And people in the invite pool who had not joined previously saw it and joined so it did what it was supposed to do. I did not check to see if anyone chose to drop out. I am assuming not.

The invite automatically closes unless you choose to extend it.  It was not extended, hence it closed on December 5, 2014.

The pool is stale and needs a new invitation as per the SASB OM.

I simply reopen it for 5 days, which is what I did. That brings the pool
up to date. There were several additions. The official close date is now
May 19, 2015. I then took the new expanded pool and sent it Lisa and
Paul to judge the balance and if satisfied to approve the pool, which
they have done.  The SA is happy and we are good to go.

Have you re-formed the ballot pool per the SASB OM 5.4.2?

The minimum time for an invitation is 15 days.
