Re: [802SEC] Request to establish liaisons between IEEE SCC42 (SASB/SCC42) and IEEE 802 LMSC (C/LM)

Paul:

Sorry for my lack of clarity.  The agreement has a very strange statement about who can be a liaison.

"A voting member of any Sponsor can be appointed as a liaison to this Sponsor."

The sentence is ambiguous as the agreement previously talked about Sponsor A and Sponsor B, so who is “this Sponsor”.  As written, a member of the PES Transformers committee qualifies.  I expect it intended to require that liaisons be members of either Sponsor A or Sponsor B.  My poorly stated point though was that a Sponsor membership requirement arguably could lead to the conclusion that your pool for choosing liaisons would be significantly restricted --practically to members of the EC.

Perhaps the best solution is to delete the problematic sentence.  If not deleted it certainly needs to be rewritten.  An alternate sentence would be:  A voting member of either Sponsor A or Sponsor B, or a member of a relevant Working Group of either sponsor, can be appointed as a liaison.

Bob,

The liaison position will be open to any 802 member, not only the EC members.

Do you want the restriction that the liaison must be a voting member of the Sponsor?  (To me that says a voting member of the EC, pretty much excluding the technical experts working on transportation relevant 802 projects.)

Dear EC members,

I received the attached request to establish a liaison with the IEEE Standards Activity Standards Board Standards Coordinating Committee 42 on Transportation.  In case you didn't know, I am the Computer Society Designated Representative to SCC 42, in that capacity I support the request.  If you have any questions, please let me and the SCC 42 chair, Yu Yuan (y.yuan@ieee.org) know.  If there are no objections within the next week, I will most likely ask for a motion to approve the liaison and conduct an EC email ballot on the matter.

Dear Paul,

On behalf of IEEE SCC42, I am writing to request your kind consideration with regard to establishing liaisons between IEEE SCC42 and IEEE 802 LMSC.  Please kindly review the attached draft agreement.  If IEEE 802 LMSC agrees with the content of the agreement, I'll send you a signed copy so that you can countersign it on behalf of IEEE 802 LMSC.  Looking forward to your kind response.  Thanks.

Best regards,

Yu Yuan
Chair, IEEE SCC42 Transportation (IEEE Standards Coordinating Committee on Transportation)
