I am in favor of continuing the DVDs.

I believe that most folks have the ability to transfer from DVDs somewhere in their universe.
Also, we can do something to facilitate loading the package or selected bits at the meeting.  We have a help desk and a local only network at each plenary.  Using either or both of those facilities we can set something up at the meeting.  We even would have some budget to support that in terms of the cost difference between sticks and DVDs.
