Thanks for stating the motion. I’d have a hard time supporting this without it.

I vote Approve.

Couple of minor editorials to be fixed:

-“frequency bands 252 325 GHz”
-“This is particularly helpful point-to-point and point-to-multipoint outdoor applications”

During the balloting process the IEEE 802.15 chair observed that a sentence had been left off the end of Paragraph 4. As approved by the RR-TAG the chair is empowered to make editorial changes. In this case the missing sentence was placed at the end of Paragraph 4 and is marked by change bars in the r5 version.

I want to thank those that have already voted and remind those who have not that we have a limited window to approve this response to FCC NPRM 15-128 on the use of spectrum above 24 GHz. Paul will need to file this NLT 6:00 P.M. on Tuesday, January 26th so the ballot should, under the early closure process, be completed on Monday, January 25th.
 
Additionally I have been asked to clarify what the motion is meant to achieve. This motion is to approve document 18-15-0072-05-0000 (the updated version of 18-15-0072-04-0000) under subclause 8.2.1. “LMSC Communications with Government Bodies”.

Dear EC,
 
On Tuesday,  January 19th , IEEE 802.18 finalized, reviewed and approved a document responding to the FCC NPRM 15-138 “Use of Spectrum Above 24 GHz”. The response document, 18-15-0072-04-0000-Response to FCC 15-138, can be found on the RR-TAG Mentor web site. The document was approved in 802.18 by a vote of 6 yes, 0 no and 0 abstentions and will, after EC approval, be forwarded by Paul to be filed on the FCC’s web site.
 
The purpose of this document is to provide IEEE 802’s response on the revision of the rules regarding the use of spectrum above 24 GHz. The FCC is proposing to expand Part 15 band of 57 to 64 GHz band to 71 GHz creating a contiguous band from 57 to 71 GHz. IEEE 802 is recommending that the Commission proceed with extending the band to cover 57 to 71 GHz using the same Part 15 general provisions that allow operation in the currently authorized 60 GHz band. 
 
The response date to the FCC is January 26th. While this is a ten day EC ballot the members of the EC are encouraged to respond by January 25th which will allow Paul to file the response prior to the comment closure at 6:00 P.M. on January 26th.

Paul has given me permission to conduct an EC ten day email ballot to approve his submitting this response to the FCC.
 
Motion:
 
Early close: As required in subclause 4.1.2 'Voting rules' of the IEEE 802 LAN/MAN Standards Committee (LMSC) Operations Manual, this is notice that, to ensure the response is provided in a timely manner, this ballot may close early once sufficient responses are received to clearly decide the matter. Sufficient responses to clearly decide this matter will be based on the required majority for a motion under subclause 8.2.1. “LMSC Communications with Government Bodies”.
