[802SEC] Update to IEEE Std 802.3bw-2015 100BASE-T press release

Dear Colleagues,

IEEE Std 802.3bw-2015 100BASE-T was published on Tuesday 8th March 2016, thanks Michelle!! Based on this the IEEE Std 802.3bw-2015 100BASE-T press release was about to be issued, however it came to the attention of the IEEE-SA that Daryl Inniss, quoted in the release, has recently left Ovum. Based on this it was suggested that either the quote be removed, or the quote be replaced with a new quote be obtained. To minimise any delay I have chosen the option of simply removing the quote.

Based on this I have asked that the approval of the attached updated IEEE Std 802.3bw-2015 100BASE-T press release be placed on the Monday IEEE EC opening plenary agenda.
