[802SEC] Clause 11 report for IEEE P802.3bs 200 Gb/s and 400 Gb/s Ethernet to Sponsor Ballot



Dear EC members,

At the November 2016 IEEE 802 Plenary meeting conditional approval was
granted to forward IEEE P802.3bs 200 Gb/s and 400 Gb/s Ethernet to
Sponsor Ballot. Details are provided in the attached report, but in
summary the response to the IEEE 802 LMSC Operations Manual Clause 11
'Procedure for conditional approval to forward a draft standard' items
are as follows:

a) The recirculation balloting is complete. The recirculation ballot
   occurred essentially in accordance of the plan presented.

b) The approval rate is 96.57%. No new disapprove votes were submitted.

c) No technical changes have been made.

   Nine non-technical changes were made to the draft. Four changes
   were to align to a name change to a register name and bit made by
   a recently published amendment, one was to delete a text fragment,
   two were PICS entries added to reflect normative text, and two were
   to correct cross references.

d) There were no new valid DISAPPROVE comments.

e) There were no new invalid DISAPPROVE comments.

f) Please see the attached for the date the ballot closed and the vote
   tally. Of 18 unresolved comments, 9 relate to the initial ballot and
   9 to the 1st recirculation ballot. None relate to the most recent 
   2nd recirculation ballot. The unresolved comments can be reviewed at

Based on the above I will procced with the initial sponsor ballot of IEEE
P802.3bs.
