[802SEC] 802.1 WG vice chair to fill in for the 802.1 WG chair on the 802 EC

Dear EC Members,

The 802.1 WG chair, Glenn Parsons, is not available to serve on the 802 EC for a while, therefore the 802.1 WG vice chair, John Messenger, will be filling Glenn's role on the 802 executive committee in his stead.
