[802SEC] Amendment to proposed revision of IEEE 802 LMSC Policies and Procedures

On March 30, 2020, I proposed a revision to the IEEE 802 LMSC Policies 
and Procedures to allow a change to the IEEE 802 LMSC Operations Manual 
and IEEE 802 LMSC Working Group Policies and Procedures by Standards 
Committee vote by electronic ballot or at any meeting.

AudCom met in a special electronic meeting on Friday, 24 April 2020 to 
discuss this potential change.

The consensus was that the change (to our currently approved, in 2014 
P&P) was OK, but that we should change "Standards Committee" to be 
"Sponsor" in the new clause 11.0 to match the usage of the term in the 
rest of the document.

I am asking for a vote by the Standards Committee to approve this P&P 
(ec-18-0102-17) at our May 5 teleconference to submit formally to AudCom 
and SASB for approval.  AudCom and SASB have generously offered to 
consider this expeditiously (i.e., this month).
