[802SEC] Updates to proposed IEEE 802 P&P, IEEE OM and IEEE 802 WG P&P

There was discussion regarding the proposed WG P&P update, which has:

If approved, revisions become effective at the end of the meeting 
plenary session where the vote was taken or at the conclusion of the 
electronic ballot in which they were approved.

It was suggested to replace "at the conclusion of the electronic ballot 
in which they were approved" with "when the final result of the 
electronic ballot are announced by the Standards Committee Chair or 
designee."

There was consensus on this change, so I am proposing that change for 
the P&P, OM and WG P&P, all of which are scheduled for a vote on 4 
August 2020.

This will make the wording on changing our rules more uniform across the 
three documents.
