[802SEC] Framemaker licenses

Thanks to the generosity of the IEEE-SA, we have 10 Framemaker licenses
for technical editors to use. This is not longer a pilot program, so
the editors can be assured it will be there for the duration of their
standard development. If the demand exceeds 10 licenses, we can
purchase some more.
Unfortunately, I didn't get all the paperwork and payment finished in
time, so any editor that was assigned a license is no longer assigned one.
So, if you are a Technical Editor and need a Framemaker license to edit
your IEEE-SA draft, have your WG Chair email me with your name and email
address that you will use to log into Adobe.
