[802SEC] Updates Operations Manual posted

I have finally uploaded the IEEE 802 LMSC Operations Manual that was
approved 19 November, 2021. It can be found at:

In addition to editorial changes, the OM includes:
- Definition of the IEEE 802 LMSC Interim Electronic Meeting
(previously in the Chair's Guidelines)
- Modified the deadlines for comments and responses PARs and ICAIDs
for electronic only plenaries (dates are as set by the LMSC).
