[802SEC] request to add 802 LMSC Mission and Purpose Statement to the 802 Chairs Guide

Dear James,

I have an outstanding action item from the 802 restructuring ad hoc to add a LMSC Mission and Purpose Statement to the opening of the IEEE 802 LMSC Chair's Guideline.  During the 802 restructuring ad hoc, consensus was developed for the following text:

"Title: Mission and Purpose of the IEEE 802 LAN/MAN Standards Committee
IEEE 802 develops and maintain standards specifying data link and physical layer protocols to support packet transmission and delivery among network-layer clients."

Please add it to the 1.0 Introduction section as 1.4 Mission and Purpose of the IEEE 802 LAN/MAN Standards Committee.
